
Croatia Risks Forum 2025
The Global Risks Forum – National Engagement Series: Croatia is an annual, hybrid-format initiative organized by NWG Croatia, an autonomous coalition of scientists, civic actors, technologists, youth leaders, and diaspora experts committed to risk-informed transformation. Operating independently from the Government of Croatia and unaffiliated with any political entity, NWG Croatia provides a neutral and inclusive platform for advanced dialogue and innovation in disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).
This edition is embedded within the broader vision of the Global Risks Alliance (GRA) and the Global Risks Forum (GRF)—transnational frameworks that foster anticipatory governance, cross-sector cooperation, and technology-enabled resilience building. The forum activates collaboration across the quintuple helix—academia, civil society, government (as stakeholder only), private sector, and international partners—fusing national insights with global innovation ecosystems.
Strategic Purpose
The Croatia series is designed to:
- Facilitate independent, future-facing dialogue on risks related to seismic activity, coastal vulnerabilities, digital threats, and climate adaptation;
- Support the integration of frontier technologies into public policy, resilience planning, and environmental governance;
- Develop anticipatory risk finance strategies, including parametric modeling and green bonds;
- Empower youth, researchers, and municipalities in building data-driven, community-based resilience.
The event fosters practical outcomes, such as regional resilience strategies, multi-risk early warning tools, simulation-enhanced policies, and scalable DRR finance mechanisms adaptable across the Adriatic region.
Technical Foundation: Nexus Ecosystem Integration
The forum is powered by the Nexus Ecosystem, a modular infrastructure that unifies AI, quantum computing, geospatial intelligence, and blockchain technology for real-time risk governance and systems innovation. Key technical enablers include:
- AI/ML-based scenario modeling for earthquakes, sea level rise, wildfires, and cyber disruptions;
- Geospatial and satellite-linked analytics for ecological risk monitoring and urban planning;
- Smart contract–enabled financial tools, such as blockchain-powered insurance schemes;
- Digital twin environments to simulate risk mitigation strategies and critical infrastructure resilience;
- IoT-integrated, multi-sensor early warning systems across coastal and mountainous regions;
- Ethical data governance and risk indexing frameworks grounded in transparency and local relevance;
- Sustainable investment mapping linked to EU Green Deal and SDG-aligned financing.
These tools offer stakeholders actionable, localized insights and empower multi-level institutions to co-create anticipatory solutions for long-term sustainability.

NWG Croatia operates with full autonomy from national political systems and aligns strictly with the guiding principles of the GRA and GRF—ethical independence, open collaboration, scientific rigor, and inclusive engagement. The forum’s structure ensures that all dialogue and action are rooted in transparency, accountability, and resilience-based foresight.
Participation is open to public administrators, researchers, technologists, financial actors, students, civil society leaders, and international collaborators who are committed to building Croatia’s resilience through horizontal learning and co-production of knowledge.
