Cuba Risks Forum 2025

The Global Risks Forum – National Engagement Series: Cuba is an annual, hybrid-format initiative hosted by NWG Cuba, an independent network of Cuban and international experts, community leaders, researchers, and diaspora professionals. Operating autonomously from the Government of Cuba and without political affiliation, NWG Cuba serves as a nonpartisan platform for open, evidence-based collaboration in disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).

This national edition is part of the larger mission of the Global Risks Alliance (GRA) and Global Risks Forum (GRF)—international frameworks for addressing systemic risks through cross-sector foresight, technological innovation, and inclusive resilience strategies. The forum enables cooperation across the quintuple helix—academia, civil society, private sector, government (as stakeholder only), and global institutions—bridging local knowledge with global systems thinking.


Strategic Purpose

The Cuba series is designed to:

  • Facilitate autonomous dialogue on risk governance across climate resilience, public health systems, food security, and disaster preparedness;
  • Integrate frontier technologies into national adaptation planning and community-led initiatives;
  • Promote innovative risk financing solutions for small island and coastal vulnerabilities;
  • Build inclusive, participatory mechanisms with a focus on youth, local communities, and diaspora networks.

The event emphasizes solution-driven engagement, producing outputs such as resilience investment strategies, participatory early warning models, and simulation-informed policy frameworks tailored to Cuba’s unique socio-ecological systems.


Technical Foundation: Nexus Ecosystem Integration

The forum is powered by the Nexus Ecosystem, a modular infrastructure integrating quantum-cloud computing, AI/ML, geospatial intelligence, and blockchain to enable real-time, adaptive, and ethically governed risk systems. All technical labs and working groups leverage:

  • AI-driven risk forecasting and scenario planning for hurricanes, health crises, and economic shocks;
  • Remote sensing and geospatial platforms for agricultural resilience and climate monitoring;
  • Smart contract–enabled tools for cooperative finance and community-based risk pooling;
  • Digital twin simulations for infrastructure adaptation and disaster preparedness;
  • IoT-enabled early warning systems for hurricanes, flooding, and coastal erosion;
  • Cross-sectoral data governance frameworks ensuring ethical, secure, and interoperable knowledge exchange;
  • Sustainable finance mapping tools aligned with SDGs and bioregional priorities.

These tools empower Cuban and international stakeholders to co-create innovative, localized, and scalable strategies for resilience and regeneration.


Governance and Participation

All activities under NWG Cuba are independently governed and implemented, maintaining full alignment with GRA and GRF operational principles. The NWG is not affiliated with, funded by, or directed by any government entity or political organization, ensuring that all discourse and decision-making are guided by ethical independence, scientific rigor, and inclusive collaboration.

Participation is open to practitioners, researchers, youth leaders, policymakers, technologists, and civil society actors who are committed to co-designing Cuba’s risk-informed and equitable future through nonpartisan, anticipatory engagement.
