
Dominica Risks Forum 2025
The Global Risks Forum – National Engagement Series: Dominica is a high-level, hybrid-format platform led by NWG Dominica, an autonomous network of national and international experts. Free from any political influence or government control, NWG Dominica operates as an impartial convener dedicated to advancing inclusive dialogue and innovation in disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).
As part of the global mission of the Global Risks Alliance (GRA) and Global Risks Forum (GRF), the series provides an integrated and foresight-driven venue for stakeholders across the quintuple helix—civil society, academia, private sector, international partners, and government (as stakeholders only)—to explore and co-design resilient systems in the face of climate volatility, environmental degradation, and socioeconomic risk.
Strategic Purpose
The Dominica series aims to:
- Enable nonpartisan, anticipatory governance discussions rooted in local knowledge and global science;
- Foster the use of advanced technologies and innovative financial mechanisms in climate adaptation and resilience planning;
- Strengthen national and regional capacity for multi-hazard risk management and early response systems;
- Mobilize community voices, diaspora networks, and cross-sector leaders to co-create sustainable, place-based solutions.
Sessions emphasize strategic action—facilitating the development of simulation-informed policies, financial risk transfer tools, and adaptive governance structures that advance equity, preparedness, and long-term resilience.
Technical Foundation: Nexus Ecosystem Integration
The forum operates through the Nexus Ecosystem, a state-of-the-art, modular infrastructure blending quantum, AI, and cloud technologies for real-time, systems-level risk governance. Participants engage with tools such as:
- High-resolution risk modeling and forecasting systems powered by AI and HPC
- Geospatial and satellite-driven intelligence for dynamic hazard mapping
- Quantum cloud orchestration of digital infrastructure and data pipelines
- Integrated IoT networks for community-based, real-time early warning systems
- Smart contract frameworks for pre-agreed anticipatory action
- Blockchain-based DRF instruments and innovative insurance models
- Crisis simulation platforms for policy testing and multisector coordination
- Benchmarking systems for standardized data, accountability, and decision-making
These technologies enable stakeholders to design and implement effective, scalable responses to the climate, health, economic, and infrastructure risks that affect Dominica.
Governance and Participation
NWG Dominica leads all activities independently in alignment with the core frameworks of the GRA and GRF. The forum is nonpartisan and unaffiliated with any governmental authority, ensuring that its processes are guided solely by scientific credibility, ethical transparency, and a commitment to global cooperation.
Participation is open to academics, technologists, policy advocates, funders, civil society leaders, and communities who share a commitment to resilience, equity, and inclusive governance. The forum is a dynamic, knowledge-sharing hub for those dedicated to shaping Dominica’s risk-resilient future.
