Italy Risks Forum 2025
The Global Risks Forum – National Engagement Series: Italy is a hybrid-format initiative led by NWG Italy, an autonomous network of academics, climate experts, civil society leaders, technologists, and foresight practitioners. Independent from the Government of Italy and all political affiliations, NWG Italy serves as a neutral and evidence-based platform for systemic collaboration in disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).
As a national node within the Global Risks Alliance (GRA) and Global Risks Forum (GRF), the Italy series enhances cross-sectoral innovation and anticipatory governance through participatory engagement and digital integration. The forum follows the quintuple helix model—uniting academia, civil society, private sector, public institutions (as stakeholders), and international partners to address Italy’s evolving risk landscape.
Strategic Purpose
The Italy edition is designed to:
- Enable foresight-based dialogue on multi-hazard risk, climate adaptation, infrastructure resilience, and ecological justice;
- Bridge scientific expertise and local knowledge to co-develop inclusive, place-based policies and risk finance mechanisms;
- Advance anticipatory governance using digital tools, resilience simulations, and ethical tech deployment;
- Foster cooperation between regional institutions, coastal communities, and European risk management networks.
Sessions are organized around action-oriented goals, including climate-resilient cities, cultural heritage protection, seismic preparedness, and sustainable finance innovation.
Technical Foundation: Nexus Ecosystem Integration
The forum is powered by the Nexus Ecosystem, a multi-tiered infrastructure integrating AI/ML, quantum-cloud computing, geospatial analytics, and blockchain for real-time decision-making and risk coordination. NWG Italy leverages the following capabilities:
- AI-enhanced forecasting models for hydrological, seismic, and climate-related hazards across Italy’s diverse regions
- Geospatial intelligence systems for urban risk mapping, coastal zone monitoring, and cultural asset protection
- Blockchain-enabled disaster risk finance tools for adaptive insurance, community contingency funds, and green bonds
- IoT-driven early warning systems for floods, landslides, and public health threats
- Digital scenario labs for policy testing, emergency simulation, and infrastructure stress analysis
- Standardized resilience benchmarking for ESG tracking and EU-aligned sustainability goals
- Collaborative governance platforms for cross-regional dialogue and decentralized planning
These tools support NWG Italy’s mission to develop proactive, resilient, and technologically grounded strategies for complex risk governance.
Governance and Participation
All NWG Italy activities are independently developed and executed, in accordance with the principles of GRA and GRF. The forum is not affiliated with any political body or government agency, ensuring neutrality, transparency, and scientific rigor in all outputs.
Participation is open to urban planners, researchers, policymakers, architects, youth networks, and international collaborators. The series promotes interdisciplinary exchange, co-creation, and policy experimentation rooted in Italy’s democratic values, regional diversity, and global role in cultural and environmental leadership.
