Libya Risks Forum 2025

The Global Risks Forum – National Engagement Series: Libya is a hybrid-format initiative led by NWG Libya, an autonomous coalition of scientists, civil society actors, youth leaders, urban planners, technologists, and risk governance professionals. Operating independently from the Government of Libya and all political affiliations, NWG Libya provides a nonpartisan, evidence-driven platform focused on disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).

As part of the Global Risks Alliance (GRA) and Global Risks Forum (GRF), the Libya series connects national and local resilience priorities with global foresight systems and digital transformation frameworks. It follows the quintuple helix model, engaging academia, civil society, private sector, international partners, and public institutions (as stakeholders, not organizers).


Strategic Purpose

The Libya edition is designed to:

  • Address complex risks including climate shocks, conflict-induced displacement, urban collapse, infrastructure degradation, and public service fragmentation;
  • Advance anticipatory governance tools to support emergency response, institutional rebuilding, and inclusive local development;
  • Promote innovation in disaster risk finance, such as blockchain-based humanitarian transfers, crisis insurance, and adaptive cash support systems;
  • Mobilize community-led knowledge, diaspora expertise, and youth-driven innovation to foster trust-based resilience pathways.

The forum supports scenario-based planning, risk simulation labs, and policy co-design workshops to build a foundation for future-ready, inclusive governance and sustainable recovery.


Technical Foundation: Nexus Ecosystem Integration

The forum is powered by the Nexus Ecosystem, a modular infrastructure that integrates AI/ML, quantum-cloud simulation, blockchain governance, and geospatial intelligence. NWG Libya uses these capabilities to:

  • Simulate cascading risk scenarios across water security, energy systems, economic collapse, and infrastructure breakdown
  • Apply satellite-based geospatial monitoring for flood zones, urban vulnerability, and post-conflict infrastructure recovery
  • Deploy blockchain-enabled DRF tools for anticipatory action, local cash transfer programs, and aid verification
  • Enable IoT-driven alert systems for flood-prone regions, port infrastructure, and waste/water management
  • Run digital governance environments for decentralized coordination between municipal actors and communities
  • Host policy sandbox labs to test urban renewal, climate adaptation, and health system resilience models
  • Track progress using resilience dashboards aligned with ESG and SDG metrics

These tools empower NWG Libya to co-create transparent, scalable, and community-centered strategies for resilience and peacebuilding.


Governance and Participation

All NWG Libya activities are independently designed and implemented, in full compliance with GRA and GRF principles. The forum is not affiliated with any political party or governing authority, ensuring neutrality, scientific independence, and ethical inclusivity.

Participation is open to urban development professionals, humanitarian organizations, youth and women’s networks, academics, civic leaders, and international collaborators. The Libya series promotes horizontal learning, innovation exchange, and systems transformation rooted in local realities and global solidarity.
