Portugal Risks Forum 2025
The Global Risks Forum – National Engagement Series: Portugal is an annual, hybrid-format initiative led by NWG Portugal, an independent platform of national experts, civil society innovators, and international collaborators. Operating autonomously from the Government of Portugal and all political affiliations, NWG Portugal provides a neutral, inclusive space for advancing disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).
As part of the broader initiative of the Global Risks Alliance (GRA) and Global Risks Forum (GRF), this series brings together diverse actors across the quintuple helix—academia, civil society, private sector, international organizations, and government stakeholders (in a non-organizing capacity)—to collectively tackle systemic, climate, and societal risks facing Portugal and the Iberian region.
Strategic Purpose
The Portugal edition is designed to:
- Address climate-induced risks such as drought, wildfire, coastal erosion, and rising sea levels;
- Strengthen preparedness and adaptive governance in energy, infrastructure, and public health systems;
- Enable scenario-based planning and anticipatory finance for urban resilience and coastal adaptation;
- Support innovation ecosystems through cross-sectoral collaboration, community engagement, and EU-aligned policy frameworks.
Sessions foster knowledge exchange and action-oriented dialogue, prioritizing co-governance, participatory foresight, and resilient transitions in Portugal’s socio-environmental landscape.
Technical Foundation: Nexus Ecosystem Integration
The forum is powered by the Nexus Ecosystem, a multi-layered infrastructure leveraging AI, quantum-cloud computing, and simulation environments for risk-informed planning and coordination. Nexus integration in Portugal includes:
- AI-enhanced wildfire modeling and predictive analytics for drought and heat stress scenarios
- Geospatial and remote sensing intelligence for monitoring coastal change, biodiversity loss, and urban expansion
- Blockchain-based finance mechanisms for community insurance, circular economy pilots, and disaster recovery
- Digital twin simulations for metropolitan resilience, smart ports, and critical infrastructure protection
- IoT-enabled early warning systems for rural wildfire zones and flood-prone areas
- Participatory scenario engines to support citizen science, green innovation, and inclusive policymaking
- Risk benchmarking indices aligned with Portugal’s national strategy and EU Green Deal objectives
These technologies enable multi-level stakeholders to engage in forward-looking, digitally grounded risk governance.
Governance and Participation
NWG Portugal operates with full institutional independence, guided by the ethical and scientific principles of the GRA and GRF. It is not affiliated with or accountable to any political or governmental entity, ensuring transparency, inclusivity, and academic integrity in all initiatives.
Participation is open to researchers, municipal planners, youth networks, environmental NGOs, Indigenous leaders, entrepreneurs, and international partners. The forum emphasizes horizontal learning, democratic innovation, and multi-stakeholder co-creation for a resilient Portugal.
