Public–Private–Planet

Nexus Consortiums are built on a public-private-planet partnership: public institutions, private operators and the interests of people and ecosystems that have no seat by default, working on shared risks. The Global Centre for Risk and Innovation (GCRI) publishes the doctrine that governs this cooperation, the safeguards against capture by any one interest and the boundaries of authority that no participant can cross. Cooperation is valuable only if no one can buy its conclusions. Return to How Nexus Consortium works.

01In brief

The short answer.

The public-private-planet partnership is the doctrine of Nexus Consortiums for cooperation between public institutions, private operators and the interests of people and ecosystems that have no seat by default. GCRI publishes the safeguards against capture by any one interest and the boundaries of authority that no participant, sponsor or regulator can cross.

02Geography

Systemic exposure in the contiguous United States.

Where people and networks concentrate, the exposure through which shocks travel between systems, shown for the contiguous United States as an example geography for this subject.

03Doctrine

Three interests, one shared question.

Public

Public institutions

Ministries, agencies, subnational and municipal government, and regulators, each acting under its own mandate.

Private

Operators and enterprises

Utilities, infrastructure and service operators, enterprises and financial institutions that run or finance essential systems.

Planet

People and ecosystems

Communities, Indigenous and place-based institutions, and the ecosystems that regulate water, soils and climate.

04Constituencies

How institutions are organized in national programmes.

ConstituencyWho takes part
State and Public AuthoritiesMinistries, agencies, subnational and municipal government
Industry and OperatorsEnterprises, utilities, infrastructure and service operators
Academia and ResearchUniversities, institutes, laboratories and research networks
Civil Society and MediaCivil society, labour, professional bodies and independent media
Community and IndigenousCommunities, Indigenous and place-based institutions
Financial Institutions and RegulatorsA cross-cutting pathway for finance, insurance and supervision
05Anti-capture

Safeguards no contribution can override.

  • No support buys appointments, findings, consent or procurement advantage.
  • Institutional membership does not create a council seat, and no contribution decides a technical conclusion or public authority.
  • Precompetitive work never shares competitors' confidential information.
  • Protected community knowledge never enters public examples or model training, and no fee is charged to raise a harm.
  • Dissent and adverse findings are preserved in the record.
06Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Public-private-planetThe Consortium's term for cooperation that brings public institutions, private actors and the condition of natural systems into the same decision, so that costs to nature are counted.
Public-private partnershipA long-term contract between a public body and a private party to provide a public asset or service, in which the private party bears significant risk and management responsibility and is paid by performance.
Regulatory captureThe situation in which a regulator comes to serve the interests of those it regulates rather than the public.
Sponsor neutralityThe principle that a campaign's funder does not control its findings, claims or editorial decisions.
07Authority

Boundaries that stay fixed.

Regulator participation confers no regulatory approval or privileged access. A city relationship never becomes national representation. Readiness evidence is not a financing decision. Official decisions stay with the competent government, operator or licensed institution. The Global Risks Forum (GRF) sets out the same doctrine from its side on Public-private-planet cooperation, and the roles of the three pillar institutions on the pillar institutions page.

08Questions

Questions and answers.

Can a company buy influence over findings?
No. Findings are accepted on method by conflict-managed reviewers, and sponsorship has no say in a result. Funding is disclosed with each publication.
Who speaks for the planet?
No one owns that role. Communities, Indigenous institutions and civil society take part on their own terms, and ecosystem dependencies are modelled explicitly in every national model.
What happens if a participant breaks these rules?
Concerns go to integrity@therisk.global and are reviewed by someone not involved in the matter. The outcome is recorded, and work affected by an undisclosed conflict is reviewed again.
Do regulators gain special access by taking part?
No. Regulator participation confers no approval and no privileged access to data or findings.
