The decision belongs to the competent authority or institution, under its own rules. GCRI's part ends at handing over evidence, options and their limits in a form the decision-holder can use and others can audit.

Decide is step seven of the eight-step Nexus cycle: the step at which competent authorities and institutions decide under their own rules, with handoffs through Nexus Rails. It is owned by competent authorities and institutions, with handoffs through Nexus Rails. At this step GCRI hands evidence to competent authorities, which decide under their own rules, and the decision at the end of the cycle stays with the competent authority.

| Item | Why it matters |
|---|---|
| The question as framed, with its criteria | So the decision-holder can see whether it was the right question |
| Options with consequences and uncertainty | Decision analysis compares options, it does not choose among them |
| Evidence labels and limits | So a modelled result is not acted on as an observation |
| What would change the answer | Triggers for revisiting the decision as monitoring data arrive |
Under the Sendai Framework, disaster risk governance is a national responsibility shared with local government and other stakeholders. Evidence from the cycle feeds that governance; it does not substitute for it.
Where a competent body chooses to record a decision taken on cycle evidence, the record names the body, the mandate, the date and the evidence version it relied on. That record is what makes the renew step possible: when the evidence is corrected, the decisions that relied on it can be found. Authenticated is not authorized, and an analyst's access to a build gives no decision right.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Competent authority | The body that a law or regulation designates to exercise a given power or duty, such as a supervisor, a civil protection agency or a ministry; only it can take the decisions the law assigns to it. |
| Lawful handover | Transfer of assets, records and responsibilities to a receiving institution with signed acceptance. |
| Decision rights matrix | A table showing which body proposes, approves, executes and oversees each decision. |
