Nexus Foundations (101)

1) Scope & Goals

Purpose. Make 101-level learning the universal gateway to all sectors (health, finance, water, food, energy, cities, technology, nature, policy).
Design. Small, verifiable units that: (a) teach common language and methods, (b) map cleanly to standards and job roles, (c) produce artifacts with provenance, (d) stack into sector Micro-Certificates (MC) and onward.

Areas covered across all units: Science Policy, Just Transition, Resilience Building, Anticipatory Action, DRR, Biodiversity & Ecosystems.


2) Tier & Workload Rules (101 Layer)

  • NB (Nanobadge): 2–4 h (0.2–0.4 NCU). Quiz + one artifact.
  • MB (Microbadge): 6–8 h (0.6–0.8 NCU). Mini-project + quiz.
  • MC (Micro-Certificate): 12–20 h (1.2–2.0 NCU). Lab + scenario + proctored assessment.

ECTS advisory: 1 NCU ≈ 0.33–0.40 ECTS.
Renewal: invited on MAJOR revision via targeted delta exam or artifact refresh.


3) Codes, Versions & Catalog

  • Immutable codes: CORE-NB-1xx, CORE-MB-1xx, CORE-MC-12x/12y.
  • Revision: rev: YY.MM.P (major/minor/patch).
  • Permalinks: /academy/courses/<code> (latest) + ?rev= for specific.
  • Status: active | deprecated | superseded with redirects and successor mapping.

4) Cross-Cutting Requirements (all units)

  • Metadata (mandatory): code, rev, hours/NCU, 3–6 outcomes, standards tags, competency tags (ESCO/SFIA), languages, accessibility flags, assessment blueprint, artifact license (SPDX), provenance (W3C PROV).
  • Credentialing: Open Badges 3.0 and W3C VC; hashed recipient; public status list; hash-only on-chain anchoring.
  • Accessibility & i18n: WCAG 2.2 AA; EN/FR/ES/AR; RtL support; transcripts/captions.
  • Assessment blueprint:
    • NB → QZ (10–12 items) 40% + artifact 60%
    • MB → Quiz 30% + mini-project 70%
    • MC → Lab 50% + scenario brief 20% + proctored QZ/OD 30% (reliability target α ≥ 0.75)

5) Nanobadges (NB) — atomic & universal

NB = fast, verifiable skills. Each includes one artifact suitable for a portfolio and machine-readable metadata.

CORE-NB-111 Science Policy 101

  • Purpose: turn evidence into policy options.
  • Standards: OECD, LRMI.
  • Outcomes: draft a policy ladder, create course JSON-LD.
  • Artifact: 1-page ladder + LRMI JSON-LD snippet.
  • Roles/CPD: Policy/Risk Analyst · IRM/RIMS claim.

CORE-NB-112 Just Transition 101

  • Standards: ILO JT, UNFCCC JT.
  • Outcomes: equity screen; safeguards & benefits plan.
  • Artifact: JT screen with clauses.

CORE-NB-113 Resilience 101

  • Standards: ISO 37123, ISO 22301.
  • Outcomes: indicator set; interdependence sketch.
  • Artifact: mini resilience scorecard.

CORE-NB-114 Anticipatory Action 101

  • Standards: OCHA AA, OASIS CAP.
  • Outcomes: trigger grammar; message structure.
  • Artifact: trigger table + CAP sample.

CORE-NB-115 DRR 101

  • Standards: Sendai, ISO 31010.
  • Outcomes: HEV triad; uncertainty notes.
  • Artifact: HEV matrix with rationale.

CORE-NB-116 Biodiversity & Ecosystems 101

  • Standards: TNFD, SBTN.
  • Outcomes: nature dependency/impact screen.

  • Standards: OGC/STAC, ISO 19115, NIST AI RMF, SPDX.
  • Outcomes: choose fit-for-purpose method; provenance pipeline.
  • Artifact: methods map + PROV diagram.

7) Micro-Certificates (MC) — sector on-ramps

Rule. Each MC = any 5 CORE NBs (recommended sets below) + ≥1 MB (suggested) + sector lab.
Assessment: Lab 50% · Scenario 20% · Proctored quiz/oral 30%.

MC-121 Health Nexus 101

  • Recommend NBs: 111, 113, 114, 115, 118, 119
  • MBs: 123 or 125
  • Standards: IHR(2005), Sphere/WASH, WHO HHWS, GDPR/27701
  • Learning outcomes (prove you can):
    1. Configure heat/air EWS triggers;
    2. Build a WASH dashboard with uncertainty;
    3. Complete a DPIA on health data flows.
  • Sector lab: CAP alert + WASH dashboard.
  • Roles/CPD: Public Health / EOC Planner · IAEM/BCI claim.

MC-122 Finance Nexus 101

  • NBs: 111, 113, 114, 118, 117
  • MBs: 124 or 126
  • Standards: Basel, SR 11-7, ISSB S1/S2, DORA
  • Outcomes: draft mini stress memo, map vendor/cyber risk, write governance note.
  • Lab: stress sheet + board memo.

MC-123 Water Nexus 101

8) Stacking & Progression

  • Unlocking MCs: Earn any 5 NBs + ≥1 MB.
  • Toward Programs: Any two 101 MCs + CORE-NB-117 count toward PC: CORE Foundations (when packaged with a capstone per Programs §7).
  • Bridging: Each sector MC unlocks its stream’s 200-level courses (e.g., HLT-MC-211, FIN-MC-201).

9) Implementation Profile (instructors guide)

  • NB: 1 lesson set, Quiz (randomized), Assignment (artifact), Certificate on; Drip off; Forum on.
  • MB: multi-lesson, Assignment rubric, Quiz, Certificate on; Prerequisites (≥1 NB) on.
  • MC: lessons + Lab Assignment, Scenario Assignment, Proctored Quiz/OD (Zoom or proctoring tool), Prerequisites (NB/MB set) on, Certificate on.
  • Webhooks: badge.issued, badge.revoked, artifact.published → NXS-NSF for OB3/VC issuance and status.
  • Analytics: emit xAPI/Caliper for start, item, submission, grade, badge.

11) Quality & Compliance Gates (must-pass before publish)

  1. Catalog linter: codes, revs, prereq DAG, standards/competency tags, languages.
  2. Accessibility audit: WCAG 2.2 AA automated + spot manual.
  3. Assessment QA: MC reliability α ≥ 0.75; item discrimination median ≥ 0.25.
  4. Provenance: SPDX license + PROV graph attached to artifacts.
  5. Credential tests: OB3/VC schema valid; status API returns correct state; hash-only anchoring scheduled.
  6. i18n: hreflang alternates generated; captions/transcripts present.
  7. Release notes: rev bump logged; delta-exam notice if MAJOR.
