1) Purpose, Scope & Design Principles

Mission. Build capability to anticipate, reduce, respond to, and finance public risks in cities and regions—linking Science Policy, Just Transition, Resilience Building, Anticipatory Action, DRR, and Biodiversity & Ecosystems with infrastructure and social protection.

Design principles

  • Standards-anchored: Sendai Framework; ISO 31000/31010 (risk), ISO 22320 (incident mgmt), ISO 22322/22324 (public warning), ISO 22395 (community response), ISO 22301 (business continuity), ISO 37123 (resilient cities), ISO 14090 (adaptation), OASIS CAP (alerts), WHO RCCE, Sphere (shelter/WASH), IFC Performance Standards & FPIC, UNDRIP, UNCITRAL/ISO 37001/37002/20400 (clean & sustainable procurement), OGC/STAC & ISO 19115/19157 (EO/GIS), NIST CPGs & IEC 62443 (CI/OT security).
  • Evidence & portability: Every artifact is SPDX-licensed, carries W3C-PROV provenance, and is issued as Open Badges 3.0 in W3C Verifiable Credential envelopes. Public artifacts may receive DOIs.
  • Accessibility & inclusion: WCAG 2.2 AA; EN/FR/ES/AR; RtL-ready; accommodations baked in.
  • Community first & safety: Real community voice (RCCE), no sensitive PII, ethics review for vulnerable populations, and do-no-harm practice.

2) Tiering, Workload & Quality Targets

  • NB (Nanobadge) 2–4 h (0.2–0.4 NCU) → quiz + one artifact
  • MB (Microbadge) 6–8 h (0.6–0.8 NCU) → mini-project + quiz
  • MC (Micro-Certificate) 12–20 h (1.2–2.0 NCU) → lab + scenario + proctored QZ/OD
  • PC 60–90 h → 4–5 MCs + capstone
  • AC 120–150 h → 2 PCs + red-team defense
  • DIP 240–300 h → cross-stream capstone + board defense
  • Fellow-PNG invitation only → publish in Nexus Journals with open methods/data

Assessment quality: quiz reliability (α/KR-20) ≥ 0.75; item discrimination median ≥ 0.25; multilingual DIF checks.
ECTS advisory: 1 NCU ≈ 0.33–0.40 ECTS.
Renewal: invited on MAJOR revision via delta exam or artifact refresh.

3) Codes, Versioning & Catalog Ops

  • Grammar: PUB-[NB|MB|MC]-2xx/3xx/4xx/599
  • Revision: rev: YY.MM.P (major/minor/patch) with public change log; delta exam on MAJOR
  • Permalinks: /academy/courses/<code> (latest) + ?rev= for specific

4) Cross-Cutting Compliance & Interoperability

  • DRR governance: Sendai targets (A–G) embedded in program rubrics; city/regional scorecards aligned to ISO 37123.
  • Incident & continuity: ISO 22320 (command/coordination) and ISO 22301 (continuity) applied across all MCs.
  • Public warning: ISO 22322/22324 and CAP for alert authoring, color codes, and channel strategy; RCCE for trust & rumor management.
  • Infrastructure & cyber-physical: lifeline interdependence modeling; NIST CPGs and IEC 62443 guardrails for OT/ICS.
  • EO/GIS: OGC APIs, STAC catalogs, ISO 19115/19157 metadata & data quality; reproducible notebooks.

  • Social safeguards: IFC Performance Standards, FPIC and UNDRIP for inclusive siting and consent.

5) Nanobadges (NB) — atomic public-risk skills

Each NB includes a 10–12 item quiz and one portfolio artifact (SPDX + PROV).

7) Micro-Certificates (MC) — 12–20 h; proctored

Rule: Each MC requires ≥5 CORE 101 NBs, ≥2 PUB NBs, ≥1 MB, plus the lab below.
Assessment mix: Lab 50% · Scenario brief 20% · Proctored QZ/OD 30%.

PUB-MC-211 Hazard, Exposure, Vulnerability

Outcomes: construct a multi-hazard HEV index; communicate uncertainty; align to city KPIs.
Prereqs (rec.): CORE-NB-113/115, PUB-NB-201/203; MB-211 or 212.
Lab: HEV dashboard + executive one-pager.
Roles: DRM/Resilience Analyst.

PUB-MC-212 Urban Heat & Flood Lab

Outcomes: produce micro-heat & flood layers; prioritize interventions; outline co-benefits and funding options.
Prereqs: PUB-NB-205/206; MB-212.
Lab: city heat/flood atlas + action shortlist.
Roles: City Resilience/Climate Adaptation Lead.

PUB-MC-213 Community Risk Communication

Outcomes: author CAP alerts and RCCE kits; set rumor control SOP; measure reach & comprehension.
Prereqs: PUB-NB-202/203; MB-213.
Lab: alert & comms kit + metrics plan.
Roles: Public Information Officer (PIO).

PUB-MC-311 Critical Infrastructure Interdependence

Outcomes: map interdependencies; define failover & mutual-aid; embed cyber-physical safeguards.
Prereqs: PUB-NB-201/205; MB-211.
Lab: CI map + tabletop injects + mitigation deck.
Roles: CI/OT Risk Analyst; Utility Resilience.

PUB-MC-312 Procurement & Anti-Fraud in Disasters

Outcomes: set clean procurement plans; design transparency & whistleblowing channels; de-risk emergency purchasing.
Prereqs: PUB-NB-207; MB-215.
Lab: case audit + integrity plan + clause library.
Roles: Procurement/Integrity Officer; Auditor.

PUB-MC-313 Inclusive FPIC & Site Selection

Outcomes: run FPIC process; generate consent evidence; select sites with multi-criteria & safeguards; grievance redress.
Prereqs: PUB-NB-204/208; MB-214 or 216.
Lab: FPIC dossier + site scorecard + protection plan.
Roles: Social Risk/ESG Advisor; Planner.

PUB-MC-421 Mass Care & Shelter Planning

Outcomes: size shelter network; ensure accessibility/WASH/protection; design logistics and CAP messaging; rehearse SOPs.
Prereqs: PUB-NB-208; MB-216.
Lab: shelter plan + OD (oral defense) on inclusive operations.
Roles: Shelter/Mass Care Manager.

PUB-MC-422 Post-Disaster Recovery Finance

Outcomes: estimate needs; align measures to funds (budget, facilities, parametric/DRF, IFI instruments); set triggers & monitoring.
Prereqs: PUB-NB-201/207; MB-217.
Lab: recovery finance memo + trigger matrix + monitoring plan.
Roles: Recovery Finance Lead; Treasury/Planning.

PUB-MC-599 Public Risk Capstone (Level-5)

Tracks: Board Defense (city-wide strategy & finance) or Deployment (EWS/heat/flood/shelter implementation).
Portfolio (must include): city-scale DSS (risk layers, alerts, dashboards), CAP messaging, FPIC dossier, procurement integrity plan, and recovery finance memo with triggers. VC issued; public artifacts may receive DOIs.

PRG-PC-PUB-01 Professional Certificate — Public Risks

  • Requirements: choose 4–5 MCs from 211/212/213/311/312/313/421/422 + PUB-MC-599
  • Total:8.0 NCU (80 h) + capstone
  • Min revs: each required MC >=25.09

PRG-AC-Resilient-Cities-01 Advanced Certificate — Resilient Cities

  • Requirements: PC(Public Risks) + PC(Environmental Risks) + red-team defense on interdependencies, inclusive design, procurement integrity, and finance.

PRG-DIP-Nexus-Cities-01 Diploma — Cross-Stream City Leadership

  • Requirements: any 2 ACs (≥1 Public/Env) + CORE-MC-595 + board defense.

Fellow-PNG (Public Risks)

  • Invitation-only. Publish in Nexus Journals, release reproducible data/code (DOI), and steward standards mappings (ORCID/ROR recorded).
