The Africa programme is designed around the systems that cross the continent's borders: transboundary river basins, regional power pools, trade and mineral corridors, food and pastoral systems, and cross-border health. Country programmes set the agenda; regional work compares compatible evidence so each government, operator and community can decide with a clearer view of what it depends on. The Global Centre for Risk and Innovation (GCRI) coordinates the region as Consortium Secretariat. It is recorded as in formation, with three planned hubs that are coordination roles, not offices. The Africa region of Nexus Consortiums is designed around systems that cross the continent's borders: transboundary river basins, regional power pools, trade and mineral corridors, food and pastoral systems and cross-border health. Country programmes set the agenda and regional work compares compatible evidence; the region is in formation, with no regional host on record.
Where people and networks concentrate, the exposure through which shocks travel between systems, in Africa.
Each planned hub coordinates shared-system work for a group of countries. No hub host decision is on record, so each is a planned coordination role rather than an operating site.

|---|---|---|
| Senegal | Senegal, Mauritania, Morocco, Algeria, Tunisia, Libya, Benin, Burkina Faso, Cabo Verde, Côte d'Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Sierra Leone, Togo, Chad | Sahel and coastal dependencies, basins, food, water, energy and regional capability development. |
| Kenya | Kenya, Egypt, Djibouti, Eritrea, Ethiopia, Somalia, South Sudan, Sudan, United Republic of Tanzania, Uganda, Burundi, Rwanda, Cameroon, Central African Republic, Congo, Democratic Republic of the Congo, Equatorial Guinea, Gabon, Sao Tome and Principe | Drought, pastoral systems, geothermal energy, health, ports and regional connectivity. |
| South Africa | South Africa, Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, Zambia, Zimbabwe, Comoros, Madagascar, Mauritius, Seychelles | Water, energy and mining dependencies, municipal systems, industrial continuity and transition. |
Algeria, Egypt, Libya, Morocco and Tunisia also take part in the Middle East and North Africa programme.
Finance-readiness questions for the region's financial centres are translated by The Global Risks Alliance (GRA), which never lends, underwrites, rates or invests: sovereign and public balance-sheet exposure to drought, flood and commodity shocks; protection gaps in agricultural and infrastructure insurance; readiness evidence for resilience investment in basins and power pools. See GRA's regional programmes.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Transboundary basin | A river, lake or aquifer basin shared by two or more countries, where use upstream changes the water, sediment and risk that arrive downstream. |
| Regional risk pool | A shared insurance facility, such as CCRIF SPC, that gives member governments parametric cover. |
| One Health | An integrated approach that aims to balance and optimise the health of people, animals and ecosystems, as the Quadripartite organizations define it. |
| Programme status | The recorded state of a programme on Nexus pages: exploring, forming, constituted, active, paused or archived. A plan is never presented as an activity. |
State on record: in formation. No regional host is on record, and no named consortium programme is recorded in this region. The Africa programme and its three planned hubs are in formation. The current service level is R0: information and enquiries. Enquiries about the region go to the regional desk at africa@therisk.global, or to the Secretariat at contact@therisk.global; the acknowledgement gives a reference and names the next step. Programme engagement follows the sanctions and eligibility policy of Nexus Foundry, and no desk or call to action is offered where engagement is not available.
The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
