Early warning research

An early warning works only if the hazard is detected, the forecast is good enough, the message reaches people in time and they know what to do. Each link can fail, and the last mile, from warning to action, often fails most. The Global Centre for Risk and Innovation (GCRI) studies warning science, forecast verification, communication and last-mile limitations, in support of the public authorities that alone have the mandate to issue warnings. This page is part of science and methods.

01In brief

The short answer.

Early warning research at GCRI studies the four links a warning depends on: detecting the hazard, forecasting it well enough, reaching people in time and their knowing what to do. Each link can fail, and the last mile from warning to action often fails most; GCRI supports the authorities that alone issue warnings and issues none itself.

02Geography

Disaster exposure and reach in Mozambique and Malawi.

Where response must travel furthest from a large city, with the roads, airports and ports that carry relief, shown for Mozambique and Malawi as an example geography for this subject.

03The warning chain

Four links, each a place to fail.

  1. 01

    Risk knowledge

Knowing which hazards threaten whom, and how badly.

  2. 02

    Detection and forecasting

Observation and forecasts with verified skill, using forecasting and time-series analysis and Earth observation.

  3. 03

    Dissemination

Messages that reach everyone at risk, in languages and formats they can use, including people with disabilities.

  4. 04

    Response capability

People who understand the warning, trust it and can act on it.

04Research questions

What GCRI studies.

Research focuses on the links where warnings most often fail, and on evidence that agencies can use to improve their own systems.

Verification

How good are forecasts?

Measuring forecast skill, false alarms and missed events against observations.

Communication

Do messages work?

How wording, channel and trust affect whether people act.

Last mile

Who is missed?

Groups and places that warnings do not reach, and why.

05Public authority

Only authorized agencies issue warnings.

Official issuance stays with authorized national and local agencies. GCRI does not issue warnings, and in exercises simulated warnings never reach live audiences. The Foundry system for forecast verification and warning support is described at EWS in Nexus Foundry, and capability building for agencies under early warning capability.

Nexus is not an emergency service. In immediate danger, contact your local emergency services and follow your authorities' instructions.

06Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Early warning systemAn integrated system of hazard monitoring, forecasting, risk assessment, warning communication and preparedness that lets people and institutions act before a hazard strikes, in UNDRR terminology.
Impact-based forecastingForecasting that describes the expected effects of weather on people and assets.
Last mileThe final step in which warnings reach the people at risk.
False alarm ratioThe share of warnings issued that were not followed by the warned event or impact.
08Questions

Questions and answers.

Can I receive warnings from GCRI?
No. GCRI does not issue warnings. Use the official channels of your national meteorological, hydrological or civil protection agency.
How does GCRI work with warning agencies?
Through agreed source and methods interfaces, research collaboration and technical assistance. The agency keeps its authority and its data ownership.
What is forecast verification?
The comparison of forecasts with what was observed, to measure skill, bias, false alarms and missed events. It shows where forecasts can be trusted and where they cannot.
Why is the last mile so hard?
Because reaching everyone requires reliable channels, local languages, accessible formats, trust and the means to act. Gaps often follow existing inequalities.
Does GCRI support anticipatory action?
GCRI studies trigger evaluation and preparedness, supported by the AAP system in Nexus Foundry. Triggers never release funds or dispatch resources automatically; those decisions stay with the responsible institutions.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
