National Desk

The National Desk is the coordinating function of a National Nexus programme: it routes questions, keeps the cadence, holds the records and gives the programme continuity when people change. It is designed to be owned by a nationally accountable organization, with support from The Global Centre for Risk and Innovation (GCRI) as Consortium Secretariat. A National Desk keeps records and coordinates; it never claims public authority, and it does not speak for a government. Return to National Nexus.

03Functions

What a National Desk does.

Routing

Questions and enquiries

Collects material questions, capability gaps and candidate missions, and gives each enquiry a reference.

Cadence

Calendar and delivery

Keeps the monthly working-group rhythm and the quarterly evidence cycle on schedule.

Records

Operating records

Holds decision logs, participation records and source registers, so the programme can be continued by others.

04Formation

How a desk comes into being.

  1. 01

    Exploration

Enquiries reach the Secretariat or the country desk address, which routes them while no national structure exists.

  2. 02

    Formation dossier

The dossier names the local ownership model and host options for the desk. See Formation pathway.

  3. 03

    Constitution

The accountable organization is recorded, under its own agreement with GCRI Canada.

  4. 04

    Operation

The desk takes up routing, cadence and records for the active programme.

05Ownership

Accountable, national and bounded.

  • The organization that holds the desk is named before it processes personal data, and never replaces GCRI Canada as contracting party.
  • A desk holds no public authority, issues no official statements and does not represent a government unless that government has said so in a record.
  • The national agenda belongs to the competent National Nexus structures; the desk serves it.
  • Records follow the rights schedule and privacy notice that apply to the programme.
06Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
National Nexus ConsortiumIn the Consortium's national model, the body through which a country's institutions take part in Nexus work, formed under a national record with its own leadership and working groups.
Institutional memoryThe knowledge an organization keeps about its own decisions, lessons and reasons, held in records and people, so that later decisions can draw on earlier ones.
Country ownershipThe principle that a country leads its own development policies and strategies and coordinates the actions that support them, set out in the Paris Declaration on Aid Effectiveness.
07Status

Where enquiries go today.

No national programme is recorded as constituted or active, so no country's desk, model or portfolio is shown as operating. The current service level is R0: information and enquiries. Country enquiries reach the country desk address shown on each country research profile, or the Secretariat at contact@therisk.global. See Countries and research profiles, and the national engagement view of The Global Risks Forum (GRF) on National engagement.

08Questions

Questions and answers.

Is a National Desk a diplomatic or government office?
No. It is a coordinating function with records. It has no diplomatic, public or regulatory status.
Who staffs the desk?
The nationally accountable organization that holds it, named in the formation record. Until then, the Secretariat routes enquiries.
What happens to desk records if the host organization changes?
Records are kept so that the programme can be continued by others. A change of host is recorded, and records pass under the rights schedule and privacy notice that apply, rather than leaving with the outgoing organization.
What does the country desk address do now?
It receives mail for a country and gives each enquiry a reference. It is not a sign that a national programme exists.
The Global Centre for Risk and Innovation

Start with an enquiry.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
