Leadership pathway

The National Leadership Council (NLC) is the leadership pillar of a National programme. Its members are individuals, selected in personal capacity, who contribute through a structured first year. The Global Centre for Risk and Innovation (GCRI) supports the host programmes; The Global Risks Forum (GRF) leads institutional dialogue. Selection comes before payment. A seat never buys office. Part of National Nexus.

02Pathway

From nomination to the Year-One Gateway.

  1. 01

    Application or nomination

A candidate applies or accepts a nomination.

  2. 02

    Diagnostic

A leadership and capability diagnostic establishes the starting point.

  3. 03

    Fit-and-proper and conflict review

Interests and suitability are reviewed before any invitation.

  4. 04

    Invitation and terms

The invitation sets the term, contribution and conduct rules.

  5. 05

    First year

A Leadership Baseline, an Annual Leadership Contribution Plan, quarterly evidence, mentoring and mission contribution.

  6. 06

    Year-One Gateway

A reviewed next state, not an automatic governance appointment.

03Membership

The individual is the member.

Capacity

Personal capacity

A seat belongs to the person, not to an employer, and an employer does not own a personal seat.

Term

Defined term

Each seat has a term set in the invitation; renewal follows review, not automatic extension.

Conduct

Declared interests

Members declare interests and step back from matters where they are conflicted.

04Process

How the process runs.

Process

Leadership pathway: Hazard, exposure, vulnerability

In IPCC AR6 Working Group II, climate risk results from interactions between hazards and a system’s exposure and vulnerability, and responses can add risk.

  1. 01 Drivers

    1. 01HazardDataset · Independent reviewerThe potential occurrence of a natural or human-induced physical event or trend that may harm people, property, services or ecosystems.
    2. 02ExposureDataset · Independent reviewerThe presence of people, livelihoods, species, ecosystems, infrastructure or assets in places and settings that could be adversely affected.
    3. 03SensitivityDataset · Independent reviewerThe degree to which a system or species is affected, either adversely or beneficially, by climate variability or change.
    4. 04Capacity to cope and adaptDataset · Independent reviewerThe ability of systems, institutions, humans and other organisms to adjust to damage, take opportunities or respond to consequences.
  2. 02 Assessment

    1. 05Risk from responsesComponent · Independent reviewerRisks from climate responses arise when responses miss their objectives, or from trade-offs or negative side effects.
    2. 06VulnerabilityComponent · Independent reviewerThe propensity or predisposition to be adversely affected. It includes sensitivity to harm and lack of capacity to cope and adapt.
    3. 07RiskModel · The Global Centre for Risk and InnovationRisk results from dynamic interactions between hazards and the system’s exposure and vulnerability. Each may be uncertain and change.
  3. 03 Response

    1. 08Risk management and responseStep · Independent reviewerRisk management is plans, actions, strategies or policies that reduce the likelihood or size of adverse consequences.
    2. 09Residual riskRecord · Independent reviewerThe climate impact risk that remains after adaptation and mitigation efforts. Adaptation can redistribute risk between areas and groups.
  4. 04 Decision

    1. 10Decision by the responsible partyDecision · Independent reviewerThe framing names no single decision maker. Decisions on responses rest with the responsible party under its own rules.

Outline of an external standard or method, from its public sources. It describes what the framework says, not a record of any run. It does not show that Nexus or any partner performs, certifies or approves a step. A gate is a step of the method, never a Nexus approval.

05Boundaries

What a seat does not give.

  • Selection precedes payment; no payment secures selection.
  • Council standing does not buy office, employment, a board seat or restricted data.
  • A year of service produces a reviewed next state, not an appointment.
  • No fee amounts are published until one schedule is bound with its issuer, currency, effective date and scope.
06Status

No council is constituted.

No national programme is recorded as constituted or active, so no council sits yet. Information and enquiries are open today. Candidates can register interest at the contact form. GRF describes national leadership on National leadership. Institutional participation is a separate pillar: Institutional participation.

07Questions

Questions and answers.

Is the NLC the same as the Leadership Council?
Yes. The National Leadership Council is the national leadership council of the programme, called the Leadership Council on some pages.
Can my employer nominate me and hold the seat?
An employer may nominate, but the seat is personal. It does not transfer to the employer or a successor.
How are candidates selected?
Through a leadership and capability diagnostic and a fit-and-proper and conflict review, before any invitation or payment. Selection criteria are set out in the invitation terms.
Does a seat give access to restricted data?
No. Council standing does not give access to restricted data or confer any public office.
