Leadership pathway

The National Leadership Council (NLC) is the leadership pillar of a National Nexus programme. Its members are individuals, selected in personal capacity, who contribute leadership through a structured first year. The Global Centre for Risk and Innovation (GCRI) supports the national programmes that host the councils, and leadership dialogue across the programme is led by The Global Risks Forum (GRF). This page sets out the pathway, the terms of a seat and the boundaries of appointment. Selection precedes payment, and a seat never buys office. Return to National Nexus.

01In brief

The short answer.

The National Leadership Council (NLC) is the leadership pillar of a National Nexus programme, whose members are individuals selected in personal capacity who contribute leadership through a structured first year ending at the Year-One Gateway. GRF leads leadership dialogue across the programme; a seat gives no authority over findings, and no council is constituted yet.

03Pathway

From nomination to the Year-One Gateway.

  1. 01

    Application or nomination

A candidate applies or accepts a nomination.

  2. 02

    Diagnostic

A leadership and capability diagnostic establishes the starting point.

  3. 03

    Fit-and-proper and conflict review

Interests and suitability are reviewed before any invitation.

  4. 04

    Invitation and terms

The invitation sets the term, contribution and conduct rules.

  5. 05

    First year

A Leadership Baseline, an Annual Leadership Contribution Plan, quarterly evidence, mentoring and mission contribution.

  6. 06

    Year-One Gateway

A reviewed next state, not an automatic governance appointment.

04Membership

The individual is the member.

Capacity

Personal capacity

A seat belongs to the person, not to an employer, and an employer does not own a personal seat.

Term

Defined term

Each seat has a term set in the invitation; renewal follows review, not automatic extension.

Conduct

Declared interests

Members declare interests and step back from matters where they are conflicted.

05Boundaries

What a seat does not give.

  • Selection precedes payment; no payment secures selection.
  • Council standing does not buy office, employment, a board seat or restricted data.
  • A year of service produces a reviewed next state, not an appointment.
  • No fee amounts are published until one schedule is bound with its issuer, currency, effective date and scope.
06Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
National Leadership CouncilIn the national model, the leadership body that sets a country programme's priorities and answers for its conduct, convened under written rules.
NominationThe proposal of a person for a council or role, assessed against published criteria with conflicts declared; a nomination is not an appointment until the record says so.
Conflict of interestA situation in which financial, professional or personal interests could compromise, or appear to compromise, judgement in research or review.
07Status

No council is constituted.

No national programme is recorded as constituted or active, so no country's desk, model or portfolio is shown as operating. The current service level is R0: information and enquiries. Candidates can register interest at national@therisk.global. National leadership from GRF's side is described on National leadership, and institutional participation, a separate pillar, on Institutional participation.

08Questions

Questions and answers.

Is the NLC the same as the Leadership Council?
Yes. The National Leadership Council is the national leadership council of the programme, called the Leadership Council on some pages.
Can my employer nominate me and hold the seat?
An employer may nominate, but the seat is personal. It does not transfer to the employer or a successor.
How are candidates selected?
Through a leadership and capability diagnostic and a fit-and-proper and conflict review, before any invitation or payment. Selection criteria are set out in the invitation terms.
Does a seat give access to restricted data?
No. Council standing does not give access to restricted data or confer any public office.

Start with an enquiry.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
