The Global Centre for Risk and Innovation (GCRI) is one pillar institution that works through two organizations, GCRI Canada and GCRI US. Each has its own legal identity, its own governing body and its own instruments, and neither governs the other. This page sets out how governance is divided between them, which decisions belong to GCRI within Nexus Consortiums and which belong to others, and what is published about directors and delegated decisions. GCRI governance divides authority between two organizations, GCRI Canada and GCRI US, each with its own legal identity, governing body and instruments, neither governing the other. The page sets out which decisions belong to GCRI within Nexus Consortiums and which belong to others, what is published about governance and what shared branding does not confer.

The jurisdictions that hold authority over this question: countries, their first-level divisions and capitals, shown for East Asia as an example geography for this subject.
A Canadian not-for-profit organization with its registered office in Ontario, governed by its own board under its constating instruments. GCRI Canada keeps its corporate and accounting records as Canadian not-for-profit law requires. See GCRI Canada.
The United States institution of GCRI, a separate organization with its own legal identity, governance and responsibilities. See GCRI US.
How the two cooperate, and which shared services run between them, is set out on Canada and U.S. cooperation.
| Decision | Accountable | What that means |
|---|---|---|
| Integrated consortium secretariat | GCRI Canada, within the approved lead mandate | One coordinated programme with separate institutional responsibilities. |
| Evidence, methods and technical assistance | GCRI technical and evidence stewardship | National questions become testable work and reusable capability. |
| Leadership, convening and Universe governance | The Global Risks Forum (GRF), within its instruments | Year-round participation culminates in structured annual work. |
| Finance, insurance and development readiness | The Global Risks Alliance (GRA) | Risk evidence becomes diligence material, not an approval or a transaction. |
| Scientific and editorial acceptance | Qualified, conflict-managed reviewers and the publisher | Institutional influence cannot decide a scientific conclusion. |
| Official decisions and execution | The relevant government, operator or licensed institution | Nexus prepares evidence and supports lawful continuation. |
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Board of directors | The body legally responsible for governing an organization, overseeing its management and answering for its conduct under its statutes and the law of its jurisdiction. |
| Decision rights matrix | A table showing which body proposes, approves, executes and oversees each decision. |
| Public accountability | The obligation of an institution to explain and justify its conduct to the public and to bodies that can question it, and to face consequences, as the OECD frames accountability in governance. |
Shared branding does not make GCRI the legal parent, treasury, employer, agent or regulator of any participant. GCRI does not regulate, certify, license or approve, and its statuses in international bodies confer no authority.
The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
