Formation pathway

A National Nexus programme is formed in stages, and each stage is a different thing. Exploration is interest and research coverage. Constitution is accountable structures and instruments on record. An active programme is scoped work under those structures. The Global Centre for Risk and Innovation (GCRI) supports formation with nationally accountable counterparts and keeps the distinction visible, so that interest is never presented as a programme and a plan is never presented as a commitment. 01In brief

The short answer.

The formation pathway is the staged way a National Nexus programme comes into being: exploration is interest and research coverage, constitution is accountable structures and instruments on record, and an active programme is scoped work under those structures. GCRI supports formation with nationally accountable counterparts and keeps the stages visibly distinct.

Systemic exposure in the contiguous United States.

Where people and networks concentrate, the exposure through which shocks travel between systems, shown for the contiguous United States as an example geography for this subject.

04Dossier

What the formation dossier contains.

  • The local ownership model and host options
  • The first risk questions, drawn from national demand
  • Safeguards, including rights-holder involvement and conflict rules
  • Domestic resources and any support sought
  • Exit conditions, so the programme can stop cleanly

A first-quarter baseline plan and a decision on whether to proceed.

06Safeguards

Conditions that apply from the first step.

Formation brings people and data together before any programme exists, so its safeguards start early. Rights-holders are involved on their own terms, with a knowledge-use schedule and withdrawal conditions. Participants declare interests. Enquiries are used to answer them and keep a record, under this site's privacy notice. Programme engagement follows the sanctions and eligibility policy of Nexus Foundry.

07Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Programme statusThe recorded state of a programme on Nexus pages: exploring, forming, constituted, active, paused or archived. A plan is never presented as an activity.
Country ownershipThe principle that a country leads its own development policies and strategies and coordinates the actions that support them, set out in the Paris Declaration on Aid Effectiveness.
Free, prior and informed consentThe right of Indigenous peoples to give or withhold consent, without coercion, in advance and with full information, to measures that affect their lands, territories and rights, as the UN Declaration on the Rights of Indigenous Peoples sets out.
08Status

Where formation stands.

No national programme is recorded as constituted or active, so no country's desk, model or portfolio is shown as operating. The current service level is R0: information and enquiries. A research profile or enquiry is not a constituted programme, and national adoption is a separate decision of the competent authority. Governments and institutions can begin with a country programme enquiry. The meaning of each state is set out on Programme status; the parallel route at The Global Risks Forum (GRF) is on National and regional participation.

09Questions

Questions and answers.

How long does formation take?
No duration is promised. Formation moves as counterparts, safeguards and resources are confirmed, and each step is recorded.
Must a government lead formation?
A programme needs nationally accountable counterparts. Official cooperation is one route; it never depends on buying a membership tier.
Who pays for formation?
Formation uses domestic resources and any support set out in written terms. No fee schedule is published, and cooperation with public bodies never depends on buying a membership tier.
Can a country stop after exploration?
Yes. A decision not to proceed is recorded with its reasons, and nothing obliges a country to continue.

Start with an enquiry.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
