National Portfolio

The National Portfolio is the linked view of a country's priorities: its material risks, the capabilities it has and lacks, its innovation posture, the projects and research under way and the readiness decisions that move work towards the institutions that act. The Global Centre for Risk and Innovation (GCRI) provides the structure and tools in Nexus Foundry; the country decides what enters the portfolio and what happens next. The portfolio makes no claim of ownership over national assets. Return to National Nexus.

01In brief

The short answer.

The National Portfolio is the linked view of a country's priorities: material risks, the capabilities it has and lacks, its innovation posture, the projects and research under way and the readiness decisions that move work toward the institutions that act. GCRI provides the structure in Nexus Foundry, and the country decides what enters and who sees it.

04Readiness

How a readiness decision is made.

  1. 01

    Stated next step

Readiness is fitness for a stated next step, within a stated scope and evidence state.

  2. 02

    Evidence check

The evidence behind the item is reviewed and its gaps recorded.

  3. 03

    Recipient

A competent recipient is named: a ministry, operator, research body or financial institution.

  4. 04

    Decision

The recipient decides under its own authority; readiness is not approval, bankability or certification.

05Prioritisation

Criteria for what enters the portfolio.

  • Materiality and national demand
  • Cross-system dependence and evidence gaps
  • Tractability and capability value
  • Safeguards, resource feasibility and a competent recipient
06Rights

Who controls the portfolio.

The country controls what enters the portfolio, who can see each view and what is published. Restricted items stay restricted, and public views never reveal restricted topology or protected community knowledge. Contributions follow a rights schedule that separates background material, joint results and third-party material.

07Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
National portfolioThe set of programmes, projects and evidence a country maintains in the Nexus network, each with its owner, status and records.
National risk registerA government's published assessment of the main risks facing the country.
Theory of changeA stated chain of causes from a programme's activities to its intended outcomes, used to plan evaluation.
08Status

No portfolio is published.

No national programme is recorded as constituted or active, so no country's desk, model or portfolio is shown as operating. The current service level is R0: information and enquiries. Portfolio movement is designed to be reported in the quarterly country editions and the Portfolio and Readiness series. Finance-readiness questions about portfolio items are translated by The Global Risks Alliance (GRA), which does not lend, underwrite, rate or invest; see its National portfolio interface. The model behind the portfolio is described on National Model.

09Questions

Questions and answers.

Does inclusion in the portfolio mean a project will be funded?
No. A portfolio item is a priority with evidence and a named recipient. Funding decisions remain with competent institutions.
Who decides what enters the portfolio?
The competent National Nexus structures, using published criteria.
Can GRA use the portfolio to arrange finance?
No. GRA translates evidence into the questions financial institutions ask. It does not arrange transactions, introduce counterparties or take transaction-based pay.
Does the portfolio claim ownership of national assets?
No. It links information about risks, capabilities and initiatives. Assets remain with their owners.

Start with an enquiry.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
